THE PROJECT
ISAC has demonstrated a tremendous reduction in the administrative burdens for both citizens and businesses in searching for information, AND an unprecedented improvement in overall Services of Attention to the Citizen efficiency and the delivery to European citizens and companies of a common and continuously updated local on-line citizens' attention service (SAC).
Project brief description
iSAC provides an on-line tool available 24 hours a day, 365 days a year, which has been specially designed to fulfill existing SACs needs and expectations, currently met by walk-in offices and phone services. It is multilingual,(French, English, German, Italian, Spanish, Catalan) has been developed using open source software (OSS), and is connected to one single database that can be structured as one or several modules. It is able to process different linguistic registers, such as colloquialisms, administrative terms and localisms; searches can be made using single words or sentences, and the system will filter orthographic and grammatical errors. iSAC is modular, and so can be tailored to provide the set of services required by each target organization, and it improves through continuous use which trains its built-in learning technology. It can also be complemented by on-line users’ and qualified staff contributions through the implementation of web 2.0 tools.
ISAC has already been installed in:
- 6 different local administrations in the Spanish Autonomous region of Catalonia. Two semantic webs have been created, in Spanish and Catalan.
- 5 different sites in Europe, Italy (Prato & Linia Amica) Ireland (EIWH), Germany (Bremerhaven) and France ( St Médard en Jalles).
- Specifically, the service in Spain, has been working since December 2006 at http://isac.terrassa.org, and currently provides response to queries that number up to 1/3 of the queries processed by the SAC city council phone services
However, the existing great variety of local SAC and languages mandated additional resources such as semantic webs, and novel strategies such as innovative business models being developed in order to deploy the service at the European level.
Target to be achieved
- A customised iSAC, based on the existing service in the installed in the SAC of 4 local administrations: Terrasa, the Comune di Prato, the Bremerhaven city council, the Mairie de Saint Mèdard en Jalles, Linea Amica, and one European NGO (EIWH) including the deployment of the iSAC service within your premises, adapted to several SAC models, IT technologies, languages and social policies;
- A certification scheme aimed to ensure that the installation and maintenance tasks meet a standard level of quality parameters when performed;
- A business model plan for further implementations of the iSAC service and its platform after the installation of the project.
